It is written God knows those who are His and everyone who names the name of Christ should depart from iniquity, and by doing so we are claimed as His own and promised eternal life through faith in Christ. (Titus 1:1-2).
Through Christ we are redeemed by His shed blood, and by being the perfect sacrifice, He has made it possible for us to have a reservation in heaven the promise of an eternal inheritance. (Hebrews 9:12-15). Neither by the blood of goats and calves, but by his own blood he entered in once into the holy place, having obtained eternal redemption for us. For if the blood of bulls and of goats, and the ashes of an heifer sprinkling the unclean, sanctifieth to the purifying of the flesh: How much more shall the blood of Christ, who through the eternal Spirit offered himself without spot to God, purge your conscience from dead works to serve the living God? And for this cause he is the mediator of the new testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance.
Just like any reservation we may make here on earth to stay at a place we also may break our reservation made for heaven if we were to return to a sinful life and forget what Christ did for us at the cross. (1 Peter 1:3-9). Blessed be the God and Father of our Lord Jesus Christ, which according to his abundant mercy hath begotten us again unto a lively hope by the resurrection of Jesus Christ from the dead, To an inheritance incorruptible, and undefiled, and that fadeth not away, reserved in heaven for you, Who are kept by the power of God through faith unto salvation ready to be revealed in the last time. Wherein ye greatly rejoice, though now for a season, if need be, ye are in heaviness through manifold temptations: That the trial of your faith, being much more precious than of gold that perisheth, though it be tried with fire, might be found unto praise and honour and glory at the appearing of Jesus Christ: Whom having not seen, ye love; in whom, though now ye see him not, yet believing, ye rejoice with joy unspeakable and full of glory: Receiving the end of your faith, even the salvation of your souls.
We are to have a healthy fear of God who knows how to deliver the godly out of temptations, but there is also another reservation that is not heaven bound where the unjust have a reservation to be punished. (2 Peter 2:9). We must make our election sure to inherit heaven, and keep our minds and heart’s set on doing the will of God and not our own. Our Lord has prepared a place for us, and it is up to us to know the way! (John 14:1-4) Let not your heart be troubled: ye believe in God, believe also in me. In my Father’s house are many mansions: if it were not so, I would have told you. I go to prepare a place for you. And if I go and prepare a place for you, I will come again, and receive you unto myself; that where I am, there ye may be also. And whither I go ye know, and the way ye know.
Praise Jesus, for his finished sacrifice of his life and blood for each one of us! The love of the Father, Son, and Holy Spirit is incredible! Hallelujah!

This is an excellent question. You ask how some respond while others do not, and thankfully scripture gives us this answer.
People who do accept Christ and respond to the calling of the Lord are those who throughout their life always had a sense of God in their life, from a child on they just knew God existed and they seek Him their entire life. Others through the preaching we are called to will cause them to accept the good news, and our Lord not only prayed to the Father for us, but for those who would believe because of the word we teach them! (John 17:18-20).
Sadly there are some who are born for exactly a different reason, as the wicked are born that way from the womb, meaning their purpose in this life is to cause havoc (Psalm 58:3) This also explains the passage “A brother is born for adversity” (Proverbs 17:17).
Our Lord has said we must know when to shake the dust off our feet, as some will spend so much time trying to convert a person when in reality their heart may never turn to the Lord. We see a clear picture in the book of Isaiah how there are those who love the Lord and look to serving Him, while even if righteousness (Good) is shown to the wicked they will not learn the right way (Isaiah 26:7-10).
Oh how wonderful it would be that whoever we shared the gospel with they accepted it wholly without reservation, but so is the true walk of the christian that we are persecuted yet we press on in the great commission we have been called to. Remember even our Lords own did not accept Him, but for those who do they are His children (John 1:10-13).
Stay the course and God will go before you. He will make a way where there seems to be no way, and He will cause those who need Him to cross your path…….. some will accept Him while others will not. Stay Strong.
